SUMMARY:Policy Dialogue “Effective Constitutional Amendment: The Necessity of Legal and Institutional Safeguards”
DESCRIPTION:Since 2010\, Ghana has pursued constitutional reform through the Constitution Review Commission and the subsequent Constitution Review Implementation Committee\, following extensive public consultations and the submission of the Commission’s report in 2011. However\, implementation stalled across four electoral cycles (2012–2024). \nAmid the historical context of repeated yet unsuccessful attempts at constitutional reform\, recent developments particularly President John Dramani Mahama’s “Reset Agenda” and the submission of the Constitutional Review Committee (CRC) report by the Prof. H. Kwasi Prempeh Committee have renewed momentum for reform efforts. Nonetheless\, in the absence of clear legal and institutional pathways\, the implementation of the 2025 CRC report risks being undermined or abandoned. \nAs a governance think tank\, IDEG is convening this policy dialogue to bring together policymakers\, scholars\, civil society actors\, and governance practitioners to examine the critical pathways for effective constitutional reform implementation in Ghana. \nThe dialogue will focus on three key areas: \n\nLegal and procedural considerations surrounding amendments to entrenched and non-entrenched provisions.\nInstitutional mechanisms required to sustain constitutional reform implementation beyond electoral cycles\, and\nConstitutional options and structural reforms to improve women’s political representation in Ghana\n\nPROGRAM OUTLINE MAR 31
