DESCRIPTION:The Institute for Democratic Governance (IDEG) and the Civic Forum Initiative (CFI) are deeply saddened by the tragic loss of the lives of Hon. Dr. Omane Boamah\, Minister for Defense\, Hon. Alhaji Dr. Ibrahim Murtala Mohammed\, Minister for Environment\, Science and Technology\, Alhaji Muniru Mohammed\, Acting Deputy National Security Coordinator\, Dr. Samuel Sarpong\, Vice Chairman of the National Democratic Congress (NDC)\, Mr. Samuel Aboagye\, Former Parliamentary Candidate and the three military officers who died in the line of service. We extend our heartfelt condolences to their wives\, children and families. \nTo the President of the Republic of Ghana\, His Excellency John Dramani Mahama\, the government\, the Ghana Armed Forces and the National Democratic Congress\, we offer our sincere sympathies. SUMMARY:Policy Dialogue “Effective Constitutional Amendment: The Necessity of Legal and Institutional Safeguards”
DESCRIPTION:Since 2010\, Ghana has pursued constitutional reform through the Constitution Review Commission and the subsequent Constitution Review Implementation Committee\, following extensive public consultations and the submission of the Commission’s report in 2011. However\, implementation stalled across four electoral cycles (2012–2024). \nAmid the historical context of repeated yet unsuccessful attempts at constitutional reform\, recent developments particularly President John Dramani Mahama’s “Reset Agenda” and the submission of the Constitutional Review Committee (CRC) report by the Prof. H. Kwasi Prempeh Committee have renewed momentum for reform efforts. Nonetheless\, in the absence of clear legal and institutional pathways\, the implementation of the 2025 CRC report risks being undermined or abandoned. \nAs a governance think tank\, IDEG is convening this policy dialogue to bring together policymakers\, scholars\, civil society actors\, and governance practitioners to examine the critical pathways for effective constitutional reform implementation in Ghana. \nThe dialogue will focus on three key areas: \n\nLegal and procedural considerations surrounding amendments to entrenched and non-entrenched provisions.\nInstitutional mechanisms required to sustain constitutional reform implementation beyond electoral cycles\, and\nConstitutional options and structural reforms to improve women’s political representation in Ghana\n\nPROGRAM OUTLINE MAR 31

SUMMARY:CITIZEN’S FORUM “CONSTITUTIONAL REFORM AND DEMOCRATIC DECENTRALIZATION IN GHANA: THE WAY FORWARD FOR LOCAL GOVERNANCE”
DESCRIPTION:Since the advent of Ghana’s Fourth Republic\, decentralisation has remained a cornerstone of democratic governance\, with the objective of bringing decision-making closer to citizens and strengthening local accountability. While significant policy and legislative reforms have been undertaken over the years\, important challenges persist regarding democratic accountability\, citizen participation\, inclusion\, and the autonomy of local government institutions. \nRecent developments including the implementation of the National Decentralisation Policy and Strategy (2026–2030); the recommendations of the Constitutional Review Committee chaired by Prof. Henry Kwasi Prempeh; Cabinet approval of proposals to elect Metropolitan\, Municipal and District Chief Executives (MMDCEs); and the Government Position Paper present a unique opportunity to advance Ghana’s decentralisation agenda. \nAgainst this backdrop\, IDEG is convening this forum on the urgency of providing pragmatic ways of addressing the country’s decentralization and local governance challenges to inform policy adoption and enhance citizen understanding of the needed reforms.
