Providing Basic Healthcare for all in Ghana A Discussion Guide for Citizens’ Forums

Ghana’s healthcare sector has undergone dramatic changes in the post-independence period. Ghana began its independence with a welfare state that provided healthcare at a heavily subsidized rate to users of public health services. In the late 1970s the government of Ghana adopted the primary healthcare strategy as a vehicle for achieving health for all by the year 2000.
