Interface Capacity Building

Through partnerships, technical cooperation, sabbaticals, institutional placements, exchanges, and organized trainings, IDEG and partners would help build capacity of key stakeholders, from ruling government, through other political parties, to the local Government Service and Civil Service, and grassroots community leaders, ensuring a conscious agenda to enable key stakeholders to build their human capacity for effective decentralization, enhancing capacity for efficient governance at the district levels. An efficient decentralization programme, that ensures pluralistic participation of governance at the district level, should provide the necessary recipe for the ruling government to be better accountable, which should in turn, make a strong case for District Chief Executives to be elected rather than appointed. The process should help facilitate a gradual transition away from “entrenched positions” towards “common ground”.
